In some cases, workers within individual agencies participating in a coordinated response are tasked with coordination. This appears to be the least effective of existing models, as coordination is typically expected in addition to workers’ primary duties and additional resources are rarely allocated to enable them to fulfill this function effectively, which may create resistance (Gamache & Amus, 1999; Martin, 2007). One option is for job descriptions to be formally adopted so that coordination is made an official role or obligation (Martin, 2007).
