This manual, by the International Centre for Criminal Law Reform and Criminal Justice Policy (ICCLR), in cooperation with the Centre for International Crime Prevention, United Nations Office for Drug Control and Crime Prevention (CICP/ODCCP), the European Institute for Crime Prevention and Control, affiliated with the UN (HEUNI), and the Latin American Institute for Crime Prevention and the Treatment of Offenders (ILANUD), is a resource for country-level policy-makers, law enforcement and criminal law pracitioners. The manual consists of 10 sections covering criminal law, crinimal procedure, police powers, sentencing and corrections, victim support and assistance, health and social services, training, research and evaluation, crime prevention and international cooperation. The manual explains each model strategy and challenges in its implementation, provides examples of country-level initiatives where the strategy has been implemented and notes their effectiveness, where possible.
